Why does skype keep acting up?

So im on my laptop skyping with a friend when all of a sudden when he moves his camera I see a giant line between the screen. I dont know if this is screen tearing or not considering im on a laptop with an iGPU? wtf is going on?

Sounds like a screen tear but since you're on a laptop with an iGPU, it could just be a ping spike.

It's basically when your ping raises for a short amount of time causing noticeable lag.
