Well i want to know if it can handle 2 monitor without lowering in-game fps by a lot or not.

Easily. Running another monitor doesn't affect performance if it's just running Chrome or desktop apps. Video playback can drop performance a little bit.

yes it can technically run 2 monitors for production/editing and stuff. if youre looking at gaming on 2 monitors on a 380. massive issue
