Dell computer upgrade

the stock PSU is fine if you're not putting it under load with a GPU for long periods of time 

So, My dad does ametur radio and he needs a new computer. He needs something with at least 8gb of ram and A good sound card. I have had like 3 of the 745 and because be dad works at a university he gets dell optiplex's for like 25 USD so If I got one could I get 8gb of ram, A nice sound card and somethink like a core 2 duo can I do that and keep the stock psu??? I already have 8 gb of ddr2 ram from my old optiplex and I can get a core 2 duo for it. But back to what I need to know can I use the stock psu and it still be reliable???
