you can use it on another pc/device but the previous machine's w10 would be deactivated.

 

as long as your windows 7 is legit, then yes w7 will be able to upgrade into w10

On same PC as many times you like. Only one key per PC. You can't use same key on multiple machines at the same time. And if its OEM code, there might be some restrictions on changing motherboard.
