Mouse Cursor loading...

The Problem: Ever sience I used the free upgrade from Windows 7 too Windows 10 I am having a small problem with the mouse cursor. I would say about 50% of the time it is randomly trying to load something but I don't know what. It doesn't appear to cause any issues other than an annoyance of that stupid little blue icon circle.
