?

And how do I launch command line in DOS?

Just messing around in CMD. I just need to know what they're used for/ what they do.

I'm assuming ur using those for DOS...windows? 
format - will format the drive given specific parameters, details can be found here

rmdir - remove directory, 

rmdir junk

will remove the directory within the current working directory called junk.

open up the command line by hitting win+r and typing in cmd, then enter

just google it.

For what I have heard netstat can download things a little like a FTP.
