Over heating i7 slow performance help

my laptop processor gets really hot when im just in the bios.. not even booted yet.. and when using it. . it shows a lot of hiccups but its a Quadcore i7 2.4ghz with ht it should not be doing that

if anyone has any info the will help.. i formatted the pc but still

Open it up and get down to the cpu if you can.

but is it as easy as changing thermal paste for desktop

here's a thorough video on how to do it. it's a bit tricky on laptops since the components are packed in together, but it's doable.
