RAM scam?

Check the timings on the sticks (labels), then set them manually in the BIOS. If you haven't enabled XMP already, do that. 

Hello.

 

I have bought a set of Kingstone HyperX 8GB 1866 CL9 memory. Nothing special in itself. The wierd thing is, or maybe I read it the wrong way, the description of the product clearly says it's CL9. And when I look at the CPU-Z it show CL13. Is it normal? Or should I set it manually to CL9? Or wtf is going on?
