problem with a mobo

my friend just buildefd his new PC and he got a problem.
windows doesent recognise his mouse and keyboard but the bios does.
does anyone know what's happening or is it a bad mobo?

he did it.

he managed to get the keyboard woking but hes still working on others

make sure the keyboard/mouse are plugged into the USB2 ports. USB3 ports

are not legacy and usually don't work well until OS is installed.
