Family doesn't even want to try with them, had i think ATT in the past and had a bad experience

Usually you are limited to one fast internet provider. You will either get twc as coax or at&t as dsl.

I did a quick search and couldn't find any fiber internet available in San Diego, but a lot of talk about possibly getting Google fiber - the latest articles I foudn were from September 2015. You could talk to your local governement about what they are doing to entice Google and ask if they have any plans for a municipal internet company.

For non fiber you are basically stuck with the local telephone and cable companies.
