Can having a single dim of ram in the second slot rather than in the first slot when it's the only one installed cause any issues or slowdowns?

It'll be OK.

Well i'm gonna move it anyway and pray that it's been the cause of the taboo issues I've been having with my machine. Even if it doesn't fix it it's best practice so no harm either way.

Moving RAM after a PC doesn't post is usually the first thing that is done to check for issues. Go for it.

The issue wasn't that the machine wasn't posting. it was just overall system performance was not exceptional. Moving the 4GB stick to the memory slot closest to the motherboard fixed the issue.

Yep. That's the general rule for most MOBOs.
