Cannot remove items even though I am admin!

I am admin but I cannot remove this software called "Rising antivirus", I try close the applications from the task manager then remove them from the program files but I can't for some reason I do not have access to close the files in task manager and as they're still open I cannot remove them from the program files.

 

There are no uninstall options in the Program Files and there is no software that is apparent and uninstall software that I have downloaded. Please help, It pops stuff up on my screen. 

 

EDIT: I also deleted the things from the registry (no change)

Malware. Try MalwareBytes.

Delete it from the registry.

Boot in safe mode, and then try to delete the files.

 

Most likely this is a virus or malware, and is blocking your access even though you have admin rights.
