Powerlines

When I'm at home on the first floor (for US: second floor) the Wifi reception (router is on the ground floor) is bad and it's throtteling my internet bad so I was thinking of getting powerlines but will it work? 

I'm not sure if all the floors are in the same circuit.

they meant Ethernet over Power.

 

I doubt the floors will be on the same circuit (UNLESS the rooms are the same and directly on top of each other, e.g. a bedroom over a study, NOT a bedroom over a kitchen), it MIGHT work, however range extenders might be more useful and will have a better chance of working if you dont mind some ping. Obviously a direct ethernet cable would be best if you can find a way to wire it up. (Through the walls is the best but not always doable)

 

EDIT: if you go look at your circuit breaker it might tell you if the rooms are on the same circuit.
