get a decent 600W and you're fine for heavy OCing

So, this build only pulls 468 watts, which is good for the 550w psu. But on the website, it says the power requirement is 750w. Do I need to change the psu?

550 is plenty. Realistically the 290x peaks at about 300-320 W and the rest of your system won't consume 200 W no matter what (mainly because you can't overclock your cpu, and the 4460 doesn't actually pull 84 W under load).

 

Average power use for that system I would argue should sit around 400W with peaks reaching as high as 475 which is almost ideal for PSU efficiency anyways.
