What actually happens when I run out of write cycles on my SSD?

When all spare blocks are used up, the drive goes normally in read-only-mode. This is the last chance for back-up. But you should back-up your data regularly anyways...

Will I still be able to boot, read files, etc?

I'm not sure Windows is able to boot from a "read-only" device, but probably not.

Also if you are unlucky the file system gets currupted and you have to run a data recovery programm to read out the files.
