thats probably internet issues

could also be Win10

Windows 10 is a horrible for bugs and glitches, ex) When I drag windows around on my screen it'll randomly let go

Pandora's started to break and a bunch more things

;-; would go back on win7 if I had the choice

Probably Windows 10. Lots of stuff stopped working on Win 10. I currently need to play Tomb Raider II in a virtual machine because of the mess.

And what troubleshooting have you done?

Also do other streaming services have the same issue, or a similar issue?

If you want free tech support, you need to at least give us something other then "spofity's broken, you fix".

check your dpc latency while doing all of these things and at idle.

If it is high, then it is probably one of the drivers that are associated with those actions. anything from networking drivers to audio drivers video even. if something just doesnt click you will get stuttering.

get the latency checker here:

its the " Download DPC Latency Checker" link

http://www.thesycon.de/deu/latency_check.shtml

I included my own results. up1 is with idle load up2 is with 4k youtube stream and 1080p local video. It is a "little" bit higher.

anything consistently over 500 micro seconds will be felt. not sure if this is what your problem is, but its a good bet with w10 drivers.
