Horizontal flickering lines

Hello,

 

I built my first PC about 2 months ago and everything seemed to be great, then I started noticing these horizontal, flickering lines all the way down my screen. They are more noticeable on darker screens. In games where they're not so noticeable, putting the game in windowed mode seems to make them more noticeable. I am beyond confused at this point. I have tried 3 different displays, 1 was VGA, 1 was DVI and 1 was HDMI. All showed these flickery lines. I have also ensured the GPU is seated correctly and has the correct drivers installed. Any help would be much appreciated. I have a pics of what the issue looks like on Steam on 2 different displays using different inputs (sorry for the bad quality, the issue doesn't show in screenshots)

2x4gb 1600mhz RAM

steam is a really bad example, because the steam background actually has lines in it.

I can hardly see it on those pictures, but my best bet would be the monitor itself. Make sure the configuration is all right, or try a different one to see if it still occurs.

I have tried it on 3 different displays, all have this same issue. I am aware Steam is a bad example and the pictures are bad quality, but capturing the flickering whilst in game is pretty challenging as it barely shows up on my phones camera.
