I am new to the networking world and know very little about what I am doing. I am paying for 30Mbs from comcast however I only get 3 Mbps of actual download speed on a good day. 
I have done a speedtest and it shows 8Mbps download speed what is causing the discrepancy in the results and also should I be getting more speed for what I am paying for?
 
Note: I am using the comcast xfinity router and have a cat6 ethernet running to my 2 pcs from that router.

Its comcast limiting your speed. They have renote root access to your router, and can change your speed at any time, even if you pay for 30mbps

 

First off you don't usually get the exact amount you pay for specially in highly populated areas simply because of high traffic or Comcast's infrastructure.

You could try calling Comcast, you'll be on the phone for a while but if they reset you connection on their side you usually get a boost in speeds for a few months that generally decrease. 

If you have another modem and router you could try those and see if Comcast is really messing with your connection..
