Why isnt 4.6ghz working?

So I tried using the settings described above (1.4v CPU PLL at 1.55) and still getting blue screen. However when I look at the BSOD errors there all memory related issues. Could I have bad RAM?

I've read a little about PLL voltage. Why does lowering it help the OC? Thanks for the advice :)
Lowering your PLL voltage will help with temps (slightly). Also It can help lower the Vcore required for OCing. Higher PLL (1.8v+) will help with extreme OC's (5.4Ghz+)

I was able to lower my temps by a few C lowering PLL to 1.5V. But the real deal was lowering my Vcore from 1.32 to 1.3 :D Be careful lowering PLL, it can cause instability while idling. So a great stress test is no stress test in this case :P
