EVGA precision x low gpu clock?

In evga precision x for the Titan X the clock speed is showing very low like 135MHz? should be showing the stock speed of 1000MHz. Is there a settings i need to change to get it to show full clock speed.

When does it occur? At idle? If so, that's normal.

Try running  a game and monitor speed, but it will fluctuate
