Best passive cpu cooler

Don't ask why, its not for me its for some customer. Anyways i was thinking that a noctua nh d14 will be fine and ill just take off the fans or is there something better. liquid cooling isnt an option.

Thermalright Silver Arrow is great as a passive cooler. 

 

Edit: Also the Nofan CR-95c IcePipe is great, if you can fit it

Bloody hell that second one is massive.
