Windows 10 Multi monitor wallpaper flipping

Hey guys, I have dual monitors each with a different wallpapers but its as if the wallpapers are on a slide show and they flip between the two monitors. How can I stop that from happening?

Right click on desktop.

 

Go to personalize.

 

Make sure background isn't set to slideshow.

Yea thats the first thing I tried its set on picture
