Help with my build!

So, I have a PC build I plan to get, and I was hoping to get some advice on my build and if there are any recommendations, or if something is complete crap, and I should change it. My intentions for this build is to play most or all games at max settings at 1440p while staying below $1700. Also I have to ask if I should go for water cooling too as a huge priority, or should I get it later down the road? Anyways.. The specs are as follows:
