Im putting together a fresh build with windows 10 on it and my friend told me i need a better adapter. Do i need a better adapter than this ( http://www.newegg.com/Product/Product.aspx?Item=N82E16833704133&nm_mc=KNC-MSNSearch&cm_mmc=KNC-MSNSearch-_-pla-_-Network+-+Wireless+Adapters-_-33704133 ) to use for windows 10 ?

It should be fine. If you're trying to reach like 75 mb/s or less then you should be just fine. Of course it also depends on your home situation. How far away from the router are you and how many walls are between you  and the router. That can play a factor but you should be fine in most situations.

its 2 floors below my room, as for walls maybe 6, but on the middle floor we have a wifi signal boost
