You don't really need a requirement to play back 1080p video, it's probably your internet speeds.

What phone do you have?

The video codec settings might be too high for the phone to process if it's lagging through local playback. Not much else you can do aside from re-encoding the video with lower settings, which will typically have a negative impact on video quality but a positive impact on playback quality as a whole.

 

For a tablet, I recommend a Nexus 7 for a 7" tablet, and either an iPad or Nexus 10 for larger tablets. Most modern phones, including the HTC One, Galaxy S4, and iPhone 5 should be able to handle your current files with relative ease (assuming they're using similar settings that I would for 1080p rips).
