When you overclock you are pushing the core clock (4.0GHz on the 4690K)

And after that you can take the turbo clock up

And then you can put the voltages up

then you can put cpu multipliers up

 

and more fun stuff

to my understanding the way turbo works with the 4690k is that the multipliers are not all set the equaly. so 39,38,37,36
this means that when you only use a single thread the frequancy is higher
if there the same as the 4790 and the k the k version is clocked higher at stock speed anyway
