Static Air Pressure Fans on Push\Pull

If I have my Setup in push\pull, Do both fans need to have high static air Pressure? I'm pulling the air out of the case. Bottom two have a rating of 1.58. Could I get away with something lower for the top like .86 to .90 or do I need to go higher?
