Consitant lag

I play Diablo3 quite a bit and for over a week now my ping hasnt gone down from 130 it is usually hovers around 50-60 and in my network activity it shows spikes up to 1.4mb/s every few seconds lasting a few seconds. Only thing ive done differently is download CCleaner and ive since ran it and unistalled it but the problem still persists ive also ran microsoft security essentials and malwarebytes both have come up clean if anybody has suggestions pls let me know thanks in advance
