.NET framework problem

Ive been experiencing this problem for quite some time now and its getting quite annoying.
Ime running windows 8.1 64-bit and when I wanna install a program that requires .NET framework, it says I don't hav it but when I wanna install .NET framework it says I alwredy hav it. really confused.
