Soo basically, I have a laptop that every time I use it while it's charging it create a static. When I rub my hand behind the screen I feel the static. And cus I do Skype quite a lot, it create a humming/buzzing noise(on my friends side) . How do I ground my laptop? Does buying a new charger fix this problem?

try different power outlets/ using a power splitter. 

 

Worst case scenario, you tape a wire to the laptop that physically grounds it.

The grounding lead on your charger is most likely broken.
