Can't decide on GPU

So I've been looking around for a new gpu for a while now and I'm still at a loss as to what I should get. I've been considering either an r9 280x, r9 380 4gb or a used r9 290. I have an old generic brand 620w power supply currently running a gtx 560 and do not want to change it as I'm a bit tight on money. From what ok aware the r9 290 is the most powerful of the bunch but has a very high power draw and runs extremely hot, the r9 280x is more powerful than the 380 but uses more power is older and has less VRAM than the 4gb version of the 380 I'm currently looking at. Which one would be the best choice keeping in mind that the 290 would have to be used (idk how risky that is), I have an old 620w psu and that I play on 1680x1050? Thanks in advance!

I am not sure if that PSU could handle Tahiti XT(7970/280X) or Hawaii PRO(290). Tonga (380) consumes less power and the PSU would probably allow some Overclocking headroom.

what's the total amp on 12v rail? and, how many 12v rails are there?
