GPU Clock Locked at 405mhz

right now my gpu has locked itself at 405mhz and wont go up even when in game.

Processor i5 4440 Graphics Card GTX 980ti Motherboard MSI B85M-G43 Memory 8GB Storage 1TB HDD Power Supply XFX TS 750W Case Fractal Design Core 1300

Restart, its happened to me before, restarting fixed it.

CPU: Intel 3570 GPUs: Nvidia GTX 660Ti Case: Fractal design Define R4  Storage: 1TB WD Caviar Black & 240GB Hyper X 3k SSD Sound: Custom One Pros Keyboard: Ducky Shine 4 Mouse: Logitech G500

This happens either

 

1. Randomly -Restart

 

2. Bad OC. -Remove OC and Restart

 eGPU Setup: Macbook Pro 13" 16GB DDR3 RAM, 512GB SSD, i5 3210M, GTX 980 eGPU

New PC: i7-4790k, Corsair H100iGTX, ASrock Fatal1ty Z97 Killer, 24GB Ram, 850 EVO 256GB SSD, 1TB HDD, GTX 1080 Fractal Design R4, EVGA Supernova G2 650W
