Windows 8.1 Issues

Hello, I just built my PC but cant use it due to me not having windows  :( I have a product key but no windows disc. I tried to download the Windows 8 Setup but when I entered my key to install Windows 8 into my USB this message appeared: "This product key cannot be used to install a retail version of Windows 8.1." Please help so I can start using my PC. Thank you
