i5 4590 does not boost

I can run BF4, what do you suggest? turbo boost works fine from 3.3 to 3.5 but doesn't reach 3.7 as advertised

It only boosts to 3.7 on one core. If two cores are under heavy load then it boosts to 3.6 and if 3 or 4 are loaded then it boosts to 3.5.

So long story short your cpu is working like it should. Run cinebench single threaded and you should see 3.7

Try running a stress test.

I'm trying right now but it cap's at 3.5

 

Try a real world stress test. Some synthetic ones don't trigger Turbo Boost.

What program are you using to measure clock speed?
