Phone space

Hello guys, today i bought a motorola moto g 2015 and i was downloading some apps, some of those i can put on my micro sd (32gb) but when i do it, i use space from the micro sd and lose space on the rom BUT i dont lose all space on the rom, for example i have 2.50 gb left download a 25 mb app put it on sd and waste 18 mb on rom and more on sd, which means that i'm wasting gb of my rom and gb of my sd, is it normal or what can i do to fix it ?

Sorry if it is confusing.
