Troubleshooting booting problems

Everytime i turn on my pc it boots for 1-2 second and go off. I've checked the PSU, it works with a paper clip. I've change te CMOS battery and i tried booting without the graphic card. Ive checked for bent pins etc, nothing came up. Any idea on what could be wrong :)?
Btw when i remove the cpu chip, it boots and shutdown, boots and shutdown and keeps going on like that. When i insert the chip it boots and goes off permanent.
