I wanted to know if a properly over clocked fx-6300 OR an fx-8320 (let's say at least 4.0Ghz) is better than an i5-4460 paired with a r9 380. Basicaly i am not sure if the locked 4460 is better than a oced fx 6300/8320 and if it is, is it worth the extra money and why.

Yes its faster. More IPC and other stuff.

Basicaly i am thinking about getting the 4460 because i never overclocked before, but if i do learn to overclock, it would be better going for the amd series as you said? I cannot afford an unlocked i5

It depends on your work load or activities. If you are only gaming the i5 is a better choice. Besides that if you are editing videos, using photoshop, or doing CAD then the AMD chip is slightly better. It really depends on what you will be doing the most.
