Windows 10 causing visual problems, help?

I upgraded to windows 10 a few days ago and I had the few generic problems with programs not being compatible, that is all fixed now, but now I am getting so much screen-tear on every game I play, v-sync on and off that it's hard to even play. I also noticed while twitch streaming using OBS that OBS has major stutters every 3-5 seconds making it unwatchable for alot of my viewers, what is causing this?

I have a MSI 970 for the GPU, core is an i7 4790K @3.5GHz, and 16 GB of ram.
