one of my old computers that im planning on selling is not posting

after hours of troubleshooting i think ive narrowed it down to the gpu

its a geforce gt 220 (i know lol)

so it is plugged and seems to be getting power (the fan is spinning)

the fan is spinning at full speed (its never done that before, usually pretty quiet) and the gpu itself is not displaying anything onto the monitor

any idea on how to fix this?
