No the charger does not need to be unplugged. If you want the stock OS back on it I'm sure HTC has some sort of a program on their website for managing your phone, that would also allow you to reset back to stock.

As for the ROM's, try wiping before flashing, and then wipe again after flashing and then restart. Also make sure your ROM file isn't corrupted, make sure the size of it on your phone is what it says it should be on the website you got it from.

Not sure their program actually has a reset back to stock function. I know Samsungs does, but try it.

Instead of wasting more time i'd suggest just taking it to the place you got it from and get it replaced or repaired. If they ask what you did just say it started doing it on its own otherwise they might not help you because rooting voids your warranty. Phone stores have a tendency to not check for that stuff if it isn't mentioned.

System Specs:

CPU: Ryzen 7 5800X

GPU: Radeon RX 7900 XT

RAM: 32GB 3600MHz

HDD: 1TB Sabrent NVMe -  WD 1TB Black - WD 2TB Green -  WD 4TB Blue

MB: Gigabyte  B550 Gaming X- RGB Disabled

PSU: Corsair RM850x 80 Plus Gold

Case: BeQuiet! Silent Base 801 Black

Cooler: Noctua NH-DH15

Erm... Keep trying to fix it. I'd suggest how but it sounds like you've tried everything. I have quite a bit of experience with rooting as I own a Gnex but everything you've tried and not had any success with.

Only other thing I could think of is to make a massive excuse to get a new phone.
