"Class not registered" Weird Windows 8.1

So after a terrible experince of having Windows 10 kill HDD for booting I had to wipe out and install Windows 8.1 again through a disc. I tried to change PC settings but it wouldn't work, I tried opening a few more Windows apps and none of them work, they all come up as blank with no icon in the app viewer. I have no documents on the User account I'm on now, but when I checked another User under the same name with an additional tag of the PC name it has the documents I managed to save, along with other important files.

 

 

Also I am unable to open the file on my computer and it shows up with the error code "Class not registerd"
