MotherBoard Startup Issues

I'm having problems turning on my computer after shutting it down. I have to turn off the psu and then turn it back on in order to turn on the computer. It's definitely not a psu issue since I've tested and replaced it already and the fans in the case turn on (it's connected to molex). The computer itself, however, will not turn on. If it is restarted or turned on right after shutting down it's fine, but when the psu is left on and the computer is shut down for an extended amount of time it will not turn back on. The lights on my perpherals also stay on which gets annoying. I have a feeling it's a motherboard problem since everything else seemed fine after some tests, but I don't know what it could be.

update the bios motherboard. i've had to do the same thing ended up being bios update. your kb and mouse lights, there should be a option in bios to turn them off similar to c state, not sure whats its call but its in there. i hope this helps.
