Peripherals and Monitors are highly subjective so I left out some of the budget for that
You can spend more on the GPU is you'd like to

What will you do with this?

Mhmmm, my advice would be right now to wait for skylake and for the dollar to get closer to parity. I've looked into building my first pc and just couldn't stand the outrageous prices we pay compared to the USA.... I know it is always more, but with a weak dollar it just seems impractical. For $950-1000 Canadian dollars devouted to just essential components options are limited. If spending $1000 Canadian you will really be getting $700 worth of value (It would cost around $700 USD to build).  Also, new cpu's coming out and gpu's from Nvidea in the coming year I believe, if you can wait I would.

the exchange rate sucks

i'd wait

anything i tried to build i just wasn't happy with

at that price point, you should just crack windows or go g2a route

This is so true... I was going to pull the trigger on my build about a month and a half ago.... then all the specials/sales dried up and my build cost almost 1200 a month later w/o specials and a even worse dollar.  As for this build, adding in some decent peripherals  and OS impacts significantly what you can get for components (this will be nearly $200).  If I were you I would hunt local kijijii or something for good quality used mouse and keyboard to reduce costs.  A friend game me his old dell M&KB and they are just great!
