graphical glitch windows 8.1 taskbar

This happens whenever I right click on a icon or program on my taskbar. I'm running windows 8.1 64bit.

How can I fix this?

Did you turn it off and on again?

Unfortunately turning it off didn't work. Do you have any other suggestions?

I would mess around with personalization tools on it.

I have this exact same problem! Just reinstalled Windows 8.1 today and this happens. Can't find anything else on Google. Please keep me updated if you find a solution!

The issue is with one of Microsoft's update (KB3072318). You need to uninstall that update and everything will be back to normal.

Thanks for the help, I'll apply this fix and mark this solved as soon as I can verify that this is the problem.
