If you're going to reuse it just format it or use disk management. If you're installing a new OS just start the install, you can format it with the installer

If your plans are to sell it and avoid people's curiosity do a wipe that writes random values or 0s, though this isn't a good idea for a SSD

I'm installing Windows 8.1 on it again, so just plug the usb drive in, reboot, go to the bios and set up boot priority and just run the installer, deleting the partition in the installer, right? Just want to make sure I'll do it correctly. I'm the one using the PC aftwards so it isn't necessary to wipe it completely.

Yes, you delete all SSD's partitions (there'd be at least 2: a ~100 MB one for OS Boot and the "C:\ Drive" or where the OS installs), then you select the unallocated space and create your desired partitions or click next (it'll take the whole space to create a single partition (C:\))
