Do you mean the documents and such as well? Because if you just want the bare OS than a clean install would be a better option. 

 

I'd do a clean install of Windows, get the latest drivers for your hardware, and then move over Documents, Videos, Pictures and Music. Then download any programs you had on the previous OS and you should be set.

If I wanted to carry over stuff like games would I still be able to use them?

Yehp, if you've got them through Steam than just move over your Steam folder in Program Files (x86) and the games will come with it. The games installed through Steam are in the 'steamapps' folder.
