pc keeps rebooting

so its not me thats having trouble with my pc but my dad is having trouble with his pc.

so whats happening is that his pc wont start normaly. it will show the screen where it says: press f2 to open bios, f8 to show start order etc. then it will show the black screen and you see white letter (dont know how to explain) and then it will go back to the screen where is says f2 to open bios etc. etc. and that will just keep on going infinitly.
