it just means that speedstep is disabled or you have the power limit set to use your CPU max power 100% of the time which is fine

Also the clocks very by a MHz, Btw your processors speed range is 3.5-3.9 excluding OC's , 4790k is 4.0-4.4

My pc is using an i5 4690k and according to websites the baseclock should be 3.5ghz with a turbo boost of 3.9ghz (or something like that)

when i checked my pc status using HardWare Monitor (the third party app) it shows all my cores almost always at 3899 mhz and each individual cores never dipping below 33699 mhz, but never going above 3899 mhz

the system information from the bios app that came with my gigabyte motherboard tells me similar story

does this mean it's already kind of overclocking? I've only got the stock cpu cooler in the mATX case, should i be worried? the temperature doesn't go above 75 C but it's mid winter here

 

also, i've found my old monitor and the height happen to match my new 24inch monitor so i decided to use both, with hdmi directly connected from GPU to monitor and a DVI cable connected from GPU output to old monitor. Ever since, the boot of the PC is significant;y slower after i type in my password. is there a setting i should be tweeking to not make this happen?
