I'm having issues with payday 2 only utilizing one core and it causes me to stutter when indoor and etc. Is there any way to solve this? I looked around online but I couldn't find a solution.

Try Nvidia Control Panel > Manage 3D Settings > Program Settings > Payday 2 > Threaded Optimisation > On

Payday is an interesting situation.

 

I don't think anyone really knows how that game works. You can never get macros to work, hacking is always an issue, etc.

 

Maybe try a reinstall? See if you can find the config file and look for anything that mentions "multi-core" or something.

Why would it be under the nVidia control panel?

Hmmm it doesn't seem to have worked... Ill see if a restart will help. Otherwise I think I'll try a fresh install because I never had this problem until this last update.

Look around your Program Files and see if there are any odd looking programs, especially something like an AMD program, could be confusing the game.

 

I've seen the Arkham series install AMD optimizing software that messed with a few of my games a while back.

Have you tried un-parking your CPU cores? It might be that your CPU is running in a lower power state so it will essentially use as few cores as possible. If this is the case you can either un-park them manually using external software or check your power settings in your Windows Control Panel. 

 

Could you explain parked cores? I've ran across posts where people discusses what parked cores are, but I'm not too sure if I really understand what it is/does. Also, I didn't know intel cpus parked their cores? I thought it was only AMD? I'm probably wrong as I only have limited knowledge of this subject.

To save power sometimes your OS will "park" a CPU core for an application, meaning it doesn't use that core. Its used so other applications can use those cores and to save power. The OS should un-park cores automatically when you use something intensive, but this is not always the case. By forcing your CPU into an un-parked state, you are basically telling your OS to use as much power as possible all the time. It is not necessarily the CPU doing this on its own, so branding doesn't usually come into it.
