The celeron will bottleneck the 270 like hell. At least get a pentium g3258. What is your budget and what is your currency?

CSGO is not demanding game, it will run on almost anything, could you tell me you budget or do you just want as cheap gaming PC as possible?

i would like a cheap pc but that it would run csgo very good atleast 80 100 fps, i have 600$ but i want to save some so i could buy a good monitor so i would want a pc around 400$

Well than this build is ideal for you, search youtube for G3258 750ti and take a look at the benchmarks, pretty impressive for the money ,definitely beats consoles :)
